What to do to get Learner Permit
What's the Learner Permit Test Online?
The Learner Permit Test Online is a four- to six-hour interactive course and assessment that teaches you about the road rules to follow when driving in Victoria. It also covers important ways you can develop safe driving behaviours. You can self-enrol and complete the course at your own pace online using any compatible device.
Your first attempt to complete the course online is free.
Check your eligibility to enrol
To enrol for the Learner Permit Test Online, you must:
-
be at least 15 years 11 months of age
-
be a Victorian resident
-
be medically fit to drive and
-
not be disqualified from getting a learner permit for more than 12 months from the date of enrolment.
What you need to enrol
-
Internet connection
Once you enrol, you’ll have 12 months to finish the course.
After you pass the assessment, you’ll need to visit a VicRoads Customer Service Centre to apply for your learner permit and provide evidence of your identity
You can only be issued with your learner permit when you're 16 years of age or older.
You need to complete your visit and the above tasks before you receive your learner permit and can start your 120 hours of supervised driving .
How to enrol
To launch the course, sign into your myVicRoads account and enrol into the course from your dashboard.
After you complete the course
Once you’ve successfully passed the online course and assessment and you're at least 16 years or older, you’ll need to visit a VicRoads Customer Service Centre to:
-
apply for your learner permit
-
provide evidence of your identity
-
complete an eyesight test
-
have your photo taken.
A guide to being on your Ls
Once you get a Learner Permit in victoria you need to complete 120 hours

Learner drivers under the age of 21 must complete a minimum of 120 hours of supervised driving experience (including at least 20 hours at night) before you take the drive test.
Carrying your licence
As a learner or p-plater, it is compulsory that you continue carrying your physical licence card with you when driving.
Displaying L plates
When you are driving a vehicle using a learner permit, you must display L plates.
Restrictions for learner drivers
As a learner driver, you must:

carry your learner permit or receipt every time you drive.
-
drive with a supervising driver who has a full and current licence.
-
have a zero blood alcohol concentration (BAC) at all times when you drive.
-
not tow a trailer, caravan or another vehicle
-

To be eligible to get your probationary licence, you need to be at least 18 years old and have held your learner’s permit for a certain amount of time.

Probationary licence restrictions
I have a P1 licence
You must:

carry a driver licence when driving.

show red P plates that can be seen from at least 20 metres away, on the front and back of your vehicle .

You can’t:

carry more than one passenger aged between 16 and under 22 years of age (this is the peer passenger restriction) A 'peer passenger' is someone who’s at least 16 but less than 22 years old, but doesn’t include:

your spouse or domestic partner

your sibling or step-sibling. (You won’t need to get an exemption if you’re a P1 driver carrying the above listed people.)
-
-

tow another vehicle or trailer unless:
-
in the course of your employment as requested by your employer
-
it’s solely used for agriculture, horticulture, dairy, pastoral, commercial fishing or similar

How to get started
The steps you need to take and what kind of licence you can get depend on:

what country your licence is from
-
your age
-
what kind of licence you have
-
how long you have held a licence
-
whether you have ever been disqualified or suspended from driving.

When you need to convert
You can drive in Victoria using your overseas licence for a maximum of 6 months. The 6 months starts from the day you first started living in Victoria, even if you leave and come back.
Who needs to take tests
Some people need to sit the Victorian driving tests to convert their licence. This depends on your age and what country your licence is from.
Some countries have very similar licensing standards as Australia. These are called ‘recognised’ countries. Most people with a licence from a recognised country will not need to do tests to get a Victorian licence.
Countries that have almost the same standards are called ‘experienced driver countries’. Most people who are 25 or older and hold a licence from an experienced driver country will not have to do tests to get a Victorian licence.
People who hold licences issued in other countries, and people who hold licences from experienced driver countries and are younger than 25, will need to do tests.
Austroads has a list of recognised and experienced driver countries.
Tests you might need to do
The tests are:
-
a Road Law Knowledge Test, also called the Learner Permit Test
-
a test of how you respond to road hazards, called the Hazard Perception Test
-
a Drive Test.
The Learner Permit Test and the Hazard Perception Test can be done online or in person. It’s cheaper to do the tests online.
The Drive Test must be done in person.
You will need to make appointments for any in-person tests. It’s best to do this once you’ve used online tool so that you book the right kind of appointment.
Why you might not get a full licence
Even if you have a full licence from overseas or have been driving for a long time, you might not get a full Victorian licence.
You might not get a full licence if:
You are between 16 and 18
If you are between 18 and 18 you will only be able to get a learner permit. You will need to pass a test.
You are between 18 and 21
If you are between 18 and 21 you will only be able to get a probationary licence.
You are older than 21 but have had your licence for less than 3 years.
If you are older than 21 but have had your licence for less than 3 years, you will only be able to get a probationary licence.
